Empowering Spaces is a North Carolina Medicaid-participating behavioral health provider committed to providing integrated, person-centered services that empower individuals and families to achieve stability, healing, and lasting wellness.
We serve youth, adults, and families impacted by substance abuse, trauma, and child welfare involvement. Through comprehensive behavioral health care, substance use treatment, and community-based services, we provide individualized support that honors each person's unique needs, strengths, and goals.

The Children and Families Specialty Plan (CFSP) provides coordinated care for Medicaid-enrolled youth and young adults involved in North Carolina's child welfare system.
- Youth in foster care
- Youth receiving adoption assistance
- Former foster youth up to age 26
- Eligible minor children
- Families receiving in-home services
- Promote placement stability and family reunification
- Support permanency planning and successful transitions to adulthood
- Collaborate with Care Managers, DSS Child Welfare Workers, and families
- Participate in Child & Family Team (CFT) meetings
- Provide continuity of care during placement and life transitions
Empowering Spaces supports eligible Medicaid beneficiaries in accessing 1915(i) Home and Community-Based services designed to promote independence, community integration, and improved quality of life.
